Chief Minister Shivraj Singh Chouhan has said that social change is possible by strengthening panchayats. In this connection Madhya Pradesh has set an excellent example. The basic concept of Panchayati Raj has been taken to the village level. He was addressing a conference of Panchayati Raj Ministers of states today.

CM Chouhan said that Madhya Pradesh leads in fulfilling the resolutions of Prime Minister Shri Narendra Modi. Acharya Vinoba Bhave had said that the country has become independent but the villages have not. Today the country and the villages both are independent under the leadership of Shri Modi. The concept of Gram Swaraj is being brought down to the ground level. All important schemes related to the public in Madhya Pradesh are launched through panchayats. Suggestions are taken for redressal of problems through dialogues with the concerned category in the panchayats organised at the CM House. Through these panchayats women welfare schemes like Ladli Lakshmi Yojana, Mukhya Mantri Teerth Darshan Yojana for the elderly, Zero Percent Interest loans for farmers, Medhavi Chhatra Protsahan Yojana for students and several other schemes are launched. At least 40 panchayats have been organised in the state so far.

Chief Minister Chouhan said that Madhya Pradesh leads in the implementation of Prime Minister Shri Modi’s Swachh Bharat Abhiyan. Twenty-two out of 100 cities selected in Cleanliness Survey conducted in the country are of Madhya Pradesh. The Gramoday se Bharat Uday campaign was launched in Madhya Pradesh for one and a half months in which Gram Sansad, Kisan Sansad and Mahila Sansad were organised. In this campaign, the outline of two years of development of villages was prepared. Under the Sabke Liye Aawas of Pradhan Mantri Aawas Yojana, 7.5 lakh houses are being constructed in two years in Madhya Pradesh. Roadmap of every village has been made for doubling the income of farmers in Kisan Sansad which will be implemented at a fast pace. Through the Mahila Sansad, health examination of all women of the village was conducted and treatment was arranged as per need. Total 25 lakh 70 thousand applications were received during the entire campaign, of which 3 lakh 33 thousand are related to communal problems. By redressing these grievances, the villages will be freed of problems. Narmada Seva Yatra was organised for environment conservation recently in state. Awarenedd was created for environment and river conservation with the support of panchayats. Now 6 crore saplings will be planted in a single day on July 2 in Narmada catchment.

State should initiate training of Panchayat representatives

Union Minister for Panchayati Raj and Rural Development Shri Narendra Singh Tomar has said that the panchayats and villages are moving ahead under the able guidance of Prime Minister Shri Narendra Modi. He said that development of capacity of Panchayats has become essential due to increasing responsibilities of development.

Shri Tomar said that the huge responsibility of giving training to panchayat representatives lies with the states and the central government. For this the Rural Development Training Institutes of the states must coordinate with the good institutions established in the state and initiate training.

Shri Tomar expressed gratitude to the states for assisting the implementation of Gram Panchayat Vikas Karyakram and making it move ahead. He said that it is not appropriate to underestimate the capacities of the Panchayat representatives. Their thinking towards development is always commendable. He said that the Panchayat Raj representatives must be imparted training in the first year of selection so that they can make use of their training and skills in the implementation of development schemes.

On the occasion UNICEF released the Training Handbook on Sustainable Development and Millenium Development Goals and book published for the training of trainers with the support of Panchayati Raj Ministry. Sarpanchs of 15 panchayats were felicitated for excellent work in different areas of development.

Union Minister of State for Panchayati Raj Shri Purushottam Rupala, Panchayat and Rural Development Minister Shri Gopal Bhargav, Minister of State for Cooperatives Shri Vishwas Sarang and panchayat ministers of different states were present at the conference. Panchayat Raj Ministers of states shared their experiences and discussed best works.
